I feel like this is an easy one and I'm just missing a setting. 

I've found this in several of my apps tho, so maybe it's an org setting?
We are using Enterprise 10.9.1. 

When searching for a location if a user types what they want and hits enter, they get no results, but if they start typing and they pick from the suggestion list they get a result. 

There's an attached doc with screen captures and I'll link my project - it's a prototype sort of thing, not a final draft.
