SUM dynamic text returns nothing

I'm trying to use a series of SUM functions in my layout to display the length of sidewalk that gets plowed in my city. We break down the sidewalks into 3 designations/priorities. The SUM function works for all designation 1 sidewalks but does not display correctly for designation 2 and 3 sidewalks. The majority of the designation 3 sidewalk values don't show at all in my layout even though they all use the same dynamic text query. does anyone know why this might be happening?
