Hiding feature symbology in a map

Question

Hi all,

I have created a map series for my Utility network which contains a title page and multiple pages for the map series. What I can't figure out is how to have a legend on my title page but not have the features showing on the map. Is there anyway to hide the features in a map but have them show in the legend?
