I'm interested in the ArcGIS Enterprise product roadmap. Specifically, when is the minor 11.1 release planned?
I apologize if there is available resource on this topic, but I was not able to find it.

According to this blog, Enterprise 11.1 will be released Q1 of 2023 (https://www.esri.com/arcgis-blog/products/arcgis-enterprise/administration/whats-in-a-number/).
I'm also interested in this. Currently at 10.8.1 but want to upgrade to 11.1. I've been reporting to our users that that's our plan so a roadmap would be nice.
Is this release date still on track?

Just a heads up that if "your organization is impacted by ... retired or modified workflows, you are strongly encouraged to upgrade to ArcGIS Enterprise 10.9.1 before upgrading to 11.0 or a subsequent version."

Also, when are the system requirements going to be available to administrators that are already planning implementations? Need this information to plan.

In the Esri Dev Summit – Plenary session recording (time: 1:01:00), the presenter mentioned that the next version of Enterprise is planned to be released “[between] March and April” of this year.
When is the next ArcGIS Enterprise version planned for release?
Utterly ridiculous that a release date and notes are not provided ahead of time. We don't all work for government - in the real world we have actual deadlines and budgets to hit.
Heard from our KAM today that 11.1 will be released tomorrow, but we'll see. Agree that the lack of definite date is frustrating.
... and forget what I just said. "April" is now the new information I just got 😞
The new release date for ArcGIS Enterprise 11.1 is April 20, 2023 (formerly March 30)
Who is your source? Someone from Esri? I'll believe it when it comes from an Esri account here.

In this blog post talking about the new Experience Builder it says that 11.1 is expected "late april". Still no official communication that I can find: New Experience Builder features available in ArcGIS Enterprise 11.1 (esri.com)As a System Manager I have (had..) a timeline planned for 2023 that was more or less dependent on release in Q1 to get it up and running fine befor I go on a couple of months of paternity leave. To revise plans is ok, things happens, but this lack of communication is not.
I had eight upgrades (16 if you include dev) and a new build booked in over a 14 week period. One upgrade has dropped out, but if it is delivered on the 20th (discussed above) then I've got 7 upgrades and a build to complete in 9 weeks. This is going to be fun, so I hear you pain.
I agree, and I hope ESRI hears this. It's frustrating to report to and plan with supervisors to prepare for upgrades and then continue to have to tell them that I still have no idea when we can actually do anything. Like you said, adjusting plans is okay if there's communication we can point to.

Looks like @StefanUseldinger had the correct date on this one. Enterprise 11.1 documentation started showing up this morning and the software is available for download on my.esri download links. I guess I know what I will be building next weekend.
Is anyone else no longer seeing ArcGIS 11.1 in my.esri? @LanceCole, @ChelseaRozek: are you able to download 11.1 from my.esri as of today (6/1/2023)?
The highest release that appears for me is 11.0.
You need to raise a support call. My account wasn't loaded with 11.1 a change by esri will fix it for you.
