Creating a new hub site dynamically using hub.js

I am hoping to develop a feature for our team that creates a new hub initiative and site from a template when a form is submitted. I was looking through the documentation for Hub sites and it says that .create() is not implemented yet. Is there a way around this method, or a way of doing it from the functional API instead?
