Default Image Format for Cached Image Service

I'm publishing a cached image service from ArcGIS Pro 3.0.2 and I noticed the image format defaulting to PNG8 when the documentation indicates it should be MIXED for AGO/Bing/Google "if at least one raster layer is detected." I had overlooked this setting on a previous publishing session and the resulting image quality was not acceptable. ArcMap and earlier versions of Pro defaulted to MIXED in the past and I'm wondering what is different now. This is time consuming to fix.
