DTM Layer Visually Renders Incorrectly in Map but Correctly in Local Scene

I am rendering a DTM with a custom projection (Douglas-Sarpy Low Resolution NAD83 (NSRS 2011) (Int ft) NAVD (Int ft)) but the DTM renders incorrectly in ArcGIS Pro in the Map viewer but renders spatially correct in the Local Scene viewer. Any suggestions as to why? I've ensured the workspace is also in the same projection. I am able to load contours correctly with the same project in both the Map and Local Scene. It is just my DTM layer that is rendering incorrectly.

Using ArcGIS Pro 2.9.2
