Repeats & Inbox | 2 out of 3 repeats populating with data

Question

I have a survey with 3 different repeats.  When I go to inbox and want to edit, 2 out of the 3 repeats populate with data.  If I go to the sent folder the repeats show all the data.

* All "begin repeat" rows have allowUpdates=true query
* Each repeat has a "parentglobalid" row set to GUID
* There is no WHERE clause set on the Options page.

Thoughts?
