OS Topo Line & Text Priority

Hello,

May be a niche question: does anyone know how to stop the OS cartographic text from being shown above all layers? The annotations are above the OS cartographic text but the cartographic text shows above the annotations. I have tried and tried and found no way to lower them . ANy advice??
