Published Geoprocessing tool will run but time out on Web Application

Hi Community,

I need to publish a geoprocessing tool to Arcgis Server, and apply REST url to Web Application as a geoprocessing tool. The publishing of the tool comes from model builder, and without errors, I selected copy data to the server (due to large amount of polygons). The tool has two default layers and one user input layer. When I add this tool web Application, everything works fine except the last step running. It always shows submitted, executing, and fail due to time out. I have also set the maximum using time in arcgis server of that tool to 60 mins but still won't help.
