Can arcpy be used to determine if an MXD (v10.8.1) Data Frame is using the Maplex Label Engine?
This doc doesn't list any Data Frame label engine properties:https://desktop.arcgis.com/en/arcmap/latest/analyze/arcpy-mapping/dataframe-class.htm
No methods or properties in arcpy or the arcgis module could be found.
This also seems to apply to the other questions you asked.
In general things in ArcToolbox will have arcpy access. Shortcuts or property setting for things on the menu bar don't, in general as well.
