I need a link for the GeoJSON of a layer (feature service), which should also be available on WMSServer. What's the file URL for County Boundary? Thanks.

Using the query option from your feature service, choose geoJSON as output format, select all records using "1=1" for the where parameter and put "*" for outfields to get all fields, this results in this link
