It appears that the street map premium network dataset doesn't allow the addition of any new restrictions. Is there a way to add penalties for left turns to make them less desirable for use during routing. @ScottSandusky @ShanaBritt @RachelSears @SarahOsborne @megan_r @George_Thompson
There is not a way to add a new restriction or cost attribute to the standard StreetMap premium datasets since they are read-only. You would need an editable dataset to add the global turn delay evaluator to penalize left turns.

Do you know if it's feasible to utilize the street map premium streets layer to build a custom network dataset that penalizes left turns?
I do not think it is possible with the licensed/compressed Streetmap premium datasets. It should be possible to add a new attribute with the Streetmap Premium Custom Roads dataset since it's editable.
