VTPK's won't work in Runtime .Net program

We have runtime software that we have developed. We can currently use mmpks that include tpks inside of them. But if I try to download and use the ESRI vector basemaps as vtpk inside of the mmpk then they don't display in our software. How do I get them to display in our software?
