Hello, Is possible to use ArcObject/ArcGis Desktop version 10.4 with delphi 2007?

Delphi is not officially supported by ArcObjects. It's highly recommended to use .NET or Java, please refer to ArcObjects SDK 10.4.x system requirements—System Requirements | ArcGIS Desktop
Using Delphi might actually work, but you would need to do it on your own and Esri would not able to provide support on it.
