REST API / createservice / tags

REST API method createservice does not save tags. Is this a known issue or am I missing something? I'm clearly setting it based on documentation but when I look at the service in the portal, tags are empty.

Are you using the createservice to replace a service that has tags? Or have you assigned them in your method?
