Unable to publish feature layer with same name as deleted layer

Dear AGOL community

I deleted a hosted feature layer. Now I want to create another feature layer with the same name as the deleted layer, however I keep getting error messages. I tried following the instructions in this article, but it didn't work. I've also tried various things in the ArcGIS online assistant, without success. Does anyone have any other suggestions?
