Scale Bar in Custom Print Service Displays Miles instead of Feet

Our organization just created some custom print templates and a print service to share out through Portal. Inside of my Layout File in Pro the Scale Bar displays as Feet. However when the user tries to print the map inside of Portal the map units are changed to Miles. How do I fix this?
