Its possible use ArcGIS Monitor to track users logins and items that they access?
I have been looking at the Monitor and IIS options but can't find something similar.

The current version of ArcGIS Monitor doesn't have a way to track user logins, or the items they have accessed once logged in. You can check to see if the usage reports within Portal (link here) can get you the information you're after.
