In 2019 I used the free redistricting extension for arcmap to split a voting district into 3 separate districts. Now I need to do more redistricting based on the 2020 census. The extension has disappeared from ArcMap. Does anyone know if it's still available or has it been retired in favor of the version available for purchase?
The idea is still open. So, I can say "Not in Roadmap" for ArcGIS Pro yet.
Esri Redistricting is available with ArcGIS Online and ArcGIS Enterprise (additional extension). I have never used it though.

Is this extension on the Pro Road Map so this workflow can be migrated to Pro?
You could download and install the appropriate version from Districting for ArcGIS
