Are Projections ever updated?

Looking at the projection “NAD_1983_2011_California_Teale_Albers” and I wondered if projections are ever updated? What do the dates mean? Google isn’t coming through for me, but I know this community does! 😄

NA2011 (noaa.gov)

1983 is a datum, 2011 is an adjustment
