ArcMap Tile Package Creation Not Completing (Stuck at 18/23 tiles)

I am using ArcMap Desktop 10.6 and I am trying to create a tile package using a raster file. The packaging process seems to be moving at a decent pace however when it packages a certain level then it gets stuck at that level and does not continue. I've left my computer on and running the tile packaging process overnight and it does not move at all. I have left it running for over 24 hours now at this point. Can anyone help me?
