The GeoHMS setup should have installed Arc Hydro 10.7.0.19 but it looks like it fails on an incorrect version check for ArcGIS (10.6 instead of 10.7).
We will fix the setup. Meanwhile I have posted the 10.7.0.19 setup for Arc Hydro.

I have the same problem. I just downloaded today the installer for HEC-GeoHMS 10.7 and it looks for the installation of ArcGIS 10.6 instead of 10.7.1. Did you updated the installer ?
