How can I unauthrized licence in broken computer!

I used to have an authorization code from my university institution to download and use ArcGIS Desktop.
My computer have shutdown suddenly because of a technical issue, and it wouldn't work or even start up again to be able to unauthrized the licence!
now, I have a now computer, and I've downloaded again. However, I couldnet activate the licence.

How can I fix that please?
