Need a good replacement for the Public Information web app

Hello,

I was told that the Media Map web application is being suggested as the alternative to the Public Information app that has been discontinued--but I don't think Media gives you the option to turn layers on and off. Is there anything configurable out there that allows you to turn layers on and off? Or a way to create that in Web App Builder?
