Unable to create dopdown list

Hi everyone, I brought in few shapefiles in Arcgis online as hosted feature layers. In one of the layer, I can create drop down list for each of the column except one. Can you please help me why I can not create a list for this particular column. I can not see any sort of restriction to create it.

Would appreciate your help.
