How to create a layer and a relationship class to collect public data

Hi all,

I have a trails project that I want to ask the public to prioritize each trail segment. I want the public to click on a trail segment and select a ranking from a dropdown box that will appear in the "smart editor" widget panel. I couldn't create the correct relationship class between the feature and/or related table that will enable me to analyze the public input results and finally prioritize each trail segment as a "low priority"/"medium priority" or "high priority" project.
