Hiper SR low accuracy with Survey123

I'm trying to use a Topcon Hiper SR to get submeter accuracy for survey123 but for some reason I'm getting a horizontal accuracy of 15ft and vertical of 40ft. no satellite connections show up on the sky plot even though the satellite connection light is flashing green on the receiver. When I connect to eGPS I get an error of inches. Is there some setting I'm missing to get it to fully connect?
