Calculate Volume around Wires

I have Point Clouds for wires. I would like to calculate the volume of vegetation around wires within 5m buffer. I am thinking to convert lines from Point Cloud format into a simple 3D line. I then want to calculate the volume of Point Clouds within 5m 3D buffer. Any suggestion how I can 1) convert point clouds into 3D line and 3) calculate volume around wires? Looking for recommendation to start.
