Workflow Manager Server and Hosting Server

Hello, I need a little bit of explanation about the Workflow Manager Server.

So in here https://enterprise.arcgis.com/en/workflow/latest/install/windows/installing-workflow-manager-server.htm it is stated that the workflow manager can be installed on the hosting server.

Meanwhile, in here https://enterprise.arcgis.com/en/workflow/latest/install/windows/configuring-workflow-manager-server-with-an-arcgis-enterprise-portal.htm it is stated that the workflow manager server cannot function as the hosting server.

Anyone can explain the meaning of those statements? Thank you.
