I have ArcGIS for Personal Use installed on an old PC that I'm replacing with a new laptop, how can I transfer my license from the PC to the laptop?

We'll, Like it says above, how can I transfer the license from the old PC to the new laptop? I heard that having the same license in both is not allowed.
