Hello! anyone knows how to activate the option of adding filters to "set up filters to layers" on Operations Dashboard?

I was having this problem when I was trying to apply the layer filter to a map service in my dashboard. When I used a Feature Layer hosted in Portal, the "Add" filter option became available to me.
