Cost is Dollars. Credit has not really been explained yet by Esri, perhaps at the UC. This is brand new, so I imagine things are still being worked on.

Andrew,If all of your data is already on ArcGIS Server, you don't need to purchase a subscription. You can continue to use ArcGIS Online as you have been to view and share maps on the web.Thanks,Mike
