Naming a parcel with a record that already exists no longer gives you the option to merge the records.

Question

We frequently have records where different spellings lead to multiple records for what should really be one record. This was always easy to fix because you could go and edit one of the records to the correct name, hit enter, and it would tell you that the record already exists and ask you if you want to merge the two. You hit Yes and it was done. I first noticed in 3.6 that this popup no longer happens. I have a record named "Bk: 19 Pg: 155". When I go to a record with a different name, and paste "Bk: 19 Pg: 155" into the 'Name' field, it gives me an error by turning the field red, but it doesn't give me the option to merge the records. I'm hoping this is a bug because that was a very useful feature that is definitely missed!

That would definitely be helpful! Although I do think it used to work when renaming existing records as well. Either way, it would be very helpful to have this feature return in some capacity for existing records!

This feature still exists for ArcGIS Pro 3.6. You will see the popup message when you create a new record with a name that already exists.
It looks like you are looking for a similar UX when you try to change an existing record name to a record name that already exists.
Maybe this capability, to merge records together should be exposed on the Manage Records pane?
