Hi. I have checked a few different ESRI webpages and scoured Google and maybe I'm just not using the correct terminology. Here is what I would like to do: Add a .jpg or .pdf file to my map that I can move around and scale accordingly to properly align on top of aerial imagery.
I've read I can just use the "Add Data" but .pdf's do not show up as an option to add. That is, I know the .pdf file is in the folder I select, but it just doesn't show up as an option for me to select. So, I then saved the .pdf as a .jpg and the .jpg shows up and I can add it - but I am at a complete loss as how to move/scale it...let alone 'select' it. Below is a screen shot that shows when I add a folder connection, the .pdfs that can be seen in the Windows Explorer Window are not available in the GISPro Catalog Pane.

Am i missing something here? Is there a setting i need to change?
Moreso, even if I do get a jpg or pdf inserted into my map as a data layer, am I even able to scale, move, or modify its transparency?
