How are we supposed to deploy solutions using Pro 3.0 and Portal 10.8.1? Or we don't?
We are not releasing a 3.x version of the Solution Deployment Tool add-in for ArcGIS Pro. As @ChristopherCounsell described we started delivering the new ArcGIS Solutions app with Enterprise starting at 10.9. In addition. at Enterprise 11.0 the ArcGIS Solutions app will be available with the base install of ArcGIS Enterprise. This will be the recommended way to deploy solutions in Enterprise moving forward.
For previous version of Enterprise (10.5 - 10.8.1) you will need ArcGIS Pro 2.x and the ArcGIS Solutions Deployment Tool add-in.
Thanks Chris! For the ESRI Solutions, Citizen Problem Reporter hosted feature layer, there is no option to create a list or add new fields. It says the properties are inherited when I follow the steps in the link provided.
For Hosted Feature Layers you can add and modify domain values from the item details page:

I used the ArcPro Solutions Deployment Tool to change and add new domains for the Citizen Problem Reporter layers. How do you recommend we edit and add new domains for a solution now? Thank you!

So I need to downgrade Pro to make this work with our current Portal environment. Ok thanks.
It appears that they have shifted from the solutions being an ArcGIS Pro 2.x add-in to deploy to portal 10.5-10.8.1, to instead be an ArcGIS Enterprise installable component from 10.9.

Given this shift and that add-ins for 2.x have to be rewritten for 3.x, I wouldn't expect ArcGIS Solutions add-in for Pro 3.0 anytime soon.

There are some good articles/discussion above and around if you should migrate to Pro 3.0 or not and what the potential implications will be. Personally I will hold off for some of the reasons discussed. If I was a solo operator and working with ArcGIS Online, there would be less implications.
