Yes, it seems to be maintained by ESRI.

The site is embedded in the JSON string on this website: https://pro.arcgis.com/en/pro-app/latest/arcpy/mapping/web-map-printing-with-arcpy-mp.htm#ESRI_SECTION1_1AFE535BEC744EE99B32BF9952173799. Adding the website you suggested into my code is not working in its place.

That must be pretty old, since it uses http and not https. Is this service a replacement?
