Geometric Network Configuration Manager Official Release

Sometimes ago i found (and used) the follow addin:

It's extremely useful for Geometric Network Configuration, but it has any bugs.
A good idea should be make an official version of this where, for example, it should change the geometric network rules without destroy and rebuild the network
