Portal username should allow for apostrophes

Portal for ArcGIS 10.3.1 does not allow for the username to contain an apostrophe. This makes it hard for people of Irish and Scottish origin who have apostrophes in their usernames and emails: e.g. KO’Connell@acme.com
Please think about the Irish and the Scots and allow apostrophes in usernames and names on Portal for ArcGIS.

This the same when using enterprise accounts on AGOL not ideal for users who already have a bunch of passwords.
