Yes, I aggree. This make sense because the vast majority of utilities are using PLS-CADD software for design of Power lines!

PLS-CADD exports to DXF and pole spotting list such as MS Excel or other tables which can already be loaded in ArcGIS Pro. If further interoperability is needed, FME by Safe Software could be a viable option.
