Add the "Dim" Button from ArcMap to ArcGIS Explorer

In ArcGIS 10, the new basemap group layers have slider button that lets you "dim" everything in the basemap to highlight the operational layers. This button seems like it would be perfect for ArcGIS Explorer basemaps.

ArcGIS Explorer Desktop is retired as of Oct 1, 2017. As a retired product there will be no new development, patches/bug fixes, or live technical support.
