Augment COP template with COP light for iOS devices

The local government COP template is Flexed viewer based, so it's no accessible to iOS users.

An iOS app or ArcGIS online template needs to be created to augment mobile interface.

Even if it was to be called  'COP light' with limited features. Perhaps some feature creation and viewing capabilities.
Many on-call and volunteer emergency workers have iphone and cannot utilize the COP solution.

The big turn off for the COP template is that there is not iOS support. It wouldn't take much to provide augmented support for ios or some samples of it.
