Add ability to specify the default time slider Time Span without restricting the ability to see other dates.

For ArcGIS Online maps, add the ability to specify a default the time slider Time Span without restricting the ability to see data from dates outside of the default Time Span range.  For example, let us set the map's default Time Span to the most recent 30 days worth of data, but still allow map viewers to slide the start time to an earlier date manually.
