I am in the process of buying a new laptop for my work. I was wondering if anyone can advise me about what is the best Processor to look at to run ArcGIS 10.2?

here are the requirements for 10.5 ArcGIS Desktop 10.5 system requirements—ArcGIS Help | ArcGIS Desktop
10.2 would be similar, but I wouldn't downgrade hardware since you will ultimately upgrade the software
