I have arcgis pro subcription. I was trying to create TIN from contour shape file. but TIN creation is locked showing message "tool is not licensed" how do unlock and do Tin Creation?
This is why your users are leaving in droves. So many pay-walls for basic features....

To create a TIN surface with ArcGIS Pro you will need an additional license.
