Exporting assignments with attachments

How do you export assignments and keep the attachments associated with the assignments? When I try to export assignments to a feature collection the attachments disappear. If I try to enable attachments from the new feature service it gives me an error that says 'Unable to update feature service layer definition.'

Have you tried exporting the assignments layer as a FGDB (File Geodatabase)? This should preserve the attachments. 

Feature collections are essentially features stored in a json file and therefore cannot support attachments. You can read more about feature collections here
