Error Create Database User SQL Server

I have enterprise database connected SQL Server 2012 R2 to the user sde and default version.

I want to create another user and I can not because he says: Must be connected to database admin / superuser
How to create another user?
How to give sde user permission to create another user?

This is in the help documentation: Add logins and users to SQL Server—Help | ArcGIS Desktop 

You must be connected to the database with a login that has sysadmin privileges to the SQL Server instance to run the Create Database User tool
