I alwaays find it quickest to bring up the layer's properties and select 'labels'. From there you can check on whether to display layers and specify the field to use for labelling.

for more complex layering you can get lost in the layering toolbar

where the options are plentiful, but are useless unless the layer can be labelled

Sounds like there is a visibility scale range limitation for the labels: Setting scale ranges for label classes—Help | ArcGIS for Desktop
