How can I constrain map zooming and panning within Operations Dashboard?

I want my map to stay mostly stationary (panning outside area not allowed, very minimal zooming) while still interacting with other map elements. How can I achieve this?

This is not possible in Ops Dashboard at this time. Please vote for the enhancement,
