I can filter features on the map by attribute and map extent. Is it possible to export those features and their geometry?

Not with the operations dashboard. I would recommend looking at using the Web AppBuilder with the Dashboard theme. This is a similar theme to the Operations Dashboard. You can also add widgets, such as the Analysis Widget. There is an Extract Data tool within the Analysis widget.
